How many conflicting ID's does it take to flip an opted-out observation to casual?

I thought it was a more than 2-1 difference, but I just came across this one.
https://www.inaturalist.org/observations/7206046 and it’s still needs ID. Am I missing something?

I’m not sure it changes at all, I saw observation with 8 refining ids and it still was at the observer’s id.

If they’ve opted out, there is no way to change it.

Looks like this observation just needed to be re-indexed. When I voted “No” to “Based on the evidence, can the Community Taxon still be confirmed or improved?” the status flipped to Casual. When I removed that vote, it remained Casual. When I voted Yes, it returned to Needs-ID. When I removed the Yes vote, it returned to Casual again.
