There is a specific user, who kept @me too often, i have asked him to stop, but it seems he do not understand because he keep on going.
I tried searching for " block" options, but i could not find, what should i do?

You can mute users in your account settings at the bottom of the Relationships tab. https://www.inaturalist.org/users/edit#relationships
Muting someone prevents you from receiving notifications about things they do, including commenting on your observations, messaging you, mentioning you, etc. Muting helps you ignore someone without preventing them from doing anything.

Cassi’s answer is perfect, but I’ll just add that sometimes identifiers get so many alerts themselves that they don’t bother reading them. If you have asked them to stop via a comment on an observation, they might not actually see it. A direct message on the other hand almost always gets noticed and replied to.
