A new user has opted out of Community Taxon for two of their 10 observations. I’d like to tell them how to opt back in but I don’t know how to do it. I Googled and searched but I can’t find how to do it for a single observation. Help?

If it’s ALL their observations, then it may be an account setting.
For that, theye go into their account setting and make sure the “Accept community identifications” box has a check in it.
For individual observations, they can go to the observation itself and choose to either change their settings or opt in for just that one.
