Could anyone explain the meaning of the “leading” and “improving” tags when you add or confirm an ID?
Maverick I get, but I can’t figure out when actions get an improving or leading label or change label.

If you find a record with an ID classed as such, just hover your mouse over the label, assuming you use a web client, and it will describe it, better than I could.
