Moderator notes can be from the future, this is a recently posted moderator note (I know from the moderator’s action on a flag) screenshotted at the same time I screenshotted my computer screen indicating the time
I do not have the full screen (just the timestamps) because that would include sensitive information from the moderation history

I concur with @thebeachcomber. This is almost certainly just a time zone issue. I would make a wild guess that the moderator in this instance might be two time zones east of you (e.g. on the U.S. East Coast) and made his annotation at 10:23 PM of your local time on Oct 26. Then you noticed it about 38 minutes later. In any event, the moderator is in some time zone east of you.
This sounds right since I am in Colorado and that moderator has many observations in the eastern US, but it is still seems like a problem since it means that moderation history does not properly indicate the order in which things happened
