Can you please share the URL of the observation? It’s easy to check out an issue if there are specific details.
Tony, I found out that I did not adjust the time stamp when I uploaded. My dslr is 12 hours slow and has been a problem for a while. I’ve reset the time in the camera but does not seem to work. I need to have it looked at, especially prior to City Nature Challenge.

They might have opted to not import exif data, and placed the pin manually. You could ask them to add the date (and cite the metedata date) in a comment, but if they are an absentee observer then it’s pretty much stuck.
Without knowing exactly how the users uploaded their photos, it’s difficult to diagnose the cause(s) here, whether it’s user error or a bug on the iNat end.
It does seem to happen quite a lot - I keep seeing users with a handful of records where the observation date is missing.
