Observation location replaced with obscured location after geoprivacy opened and annotation added

Platform: Web & Android app

App version number: 1.38.3 (647)

Browser: Chrome

URLs (aka web addresses) of any relevant observations or pages:

https://www.inaturalist.org/observations/390919990

Screenshots of what you are seeing:

Correct location while obscured (viewed from my observation on Android)

Obscured location (viewed from species page on Android)

Incorrect location after geoprivacy opened and annotation added (viewed from my observation on Android)

Pin at incorrect location but square at correct location (common reindexing lag that goes away when zoomed in); the square will probably disappear in a few minutes (viewed on web)

Pin/square at incorrect location after zooming in (viewed at web)

Pin at incorrect location with obscured circle visible after zooming in more (viewed on web)

Description of problem:

Step 1: Upload first observation of species with obscured geoprivacy on app.

Step 2: Open geoprivacy on web.

Step 3: Annotate observation on app.

Step 4: True observation location is now replaced with obscured location (on web and app).

This is a rather unusual workflow, as it requires curatorial power and using both web and Android. However, I have done this several times in the past few weeks and each time this bug happened. I’ve probably done this before, but this didn’t happen then so I think it is relatively new. I tried replicating without adding an annotation, and the location displays properly so that may be part of the cause. I also added these observations to projects but that didn’t seem to matter in my testing. I am not sure if this is an app issue or a syncing issue between app/web, but it happens consistently and is visible on both app and web after. I have left my test observation up for now and sent logs to the developers.
