I suggest to add an option to change individually license for each media during its upload. The reason is that this might encourage people to keep by default more permissive licenses and only for selected photos they consider of particular value the license can be adjusted to e.g. exclude commercial use.
Currently, there is no such option. There are two existing workarounds:
- change license after the media were uploaded
- change default license, then upload media, then change the default license back
