Not implemented because there was a kind of revolt among users when it was, briefly, implemented. This won’t happen again any time soon, no matter what advantages it might have.

While certainly not the entirety of the problem, I think some fraction of it is the use of the word “Agree”. It sounds too soft, too informal, too friendly. I think that is part of why naive users seem to think it is a “like” button. If the button (wherever present, not just on thumbnails) read something more firm like “Confirm ID” I think we would see at least slightly less misuse of it. How much less… is hard to day. There will always be users who de facto agree with the most recent, specific ID placed on their observation.
