Require a reason to be given for deletion of common names

Description of need:
Currently when a curator removes a common name they are not required to input any reason, and unexplained deletions of names may cause confusion or conflict.

Feature request details:
Currently a reason must be typed in to the “Note” box when adding a common name

Example of error message when you try to add a name without a note

However, deleting a name does not require a note to be left, so I am proposing that the same requirement to have a 10 character note to avoid an error massage is applied to name deletions as well as name additions

Note for anyone trying to figure out haw name deletions work: Only curators can delete names

Isn’t this already implemented? I get this error when trying to delete common names without adding a note:

Yes it is, I always add a note when deleting, so I have never got this error, and the unexplained deletions I’ve seen were apparently before this was implemented

I just tried deleting a name that is flagged (legitimately) for deletion as a test, and got the same error
