Taxonomic Authority: Dmitriev + Hoppers

I’d like to propose adding an additional accepted taxonomic authority for insects: the Dmitriev 3i database (http://dmitriev.speciesfile.org). This is the database that BugGuide uses to update its taxonomy and is the go-to for hopper experts around the world. It is a secondary source that includes all taxa that are accepted by the hopper community. BugGuide does not include insects outside of the U.S. and Canada, so it would be good to include this as an accepted taxonomic authority as it is the authority on hopper taxa. This would also help resolve many potential arguments regarding taxonomy and prevent synonyms and nonexistent taxa from being added separately.
