When I try to message someone, I get the message “must have three verifiable observations or three identifications for others to do that.” I have made 12 observations for others; when will I be able to message another iNaturalist uesr?

Hi Kristine, welcome to the iNat Forum! The system only runs that check periodically - it’s not instant. I believe it can take an hour or so until you’re granted the ability to send messages. (Looks like it’s been about 45 minutes since you made your third identification.)
