Unable to Downvote A "Not Established" Annotation

Description of problem (please provide a set of steps we can use to replicate the issue, and make as many as you need.): I am unable to downvote “Not Established” annotations. I will click the thumbs down and nothing will happen.

I am able to downvote. I wonder if you are blocked by the annotator, and, if so, that restricts the ability to vote.

I actually am blocked by that user, which I didn’t realize until you mentioned it. Regardless, this gecko is mismarked.
