Consider the following two observations:

Note that each of the observations was initially annotated as “female” but subsequently downvoted.
A focused search for the above observations yields no results:
https://www.inaturalist.org/observations/identify?reviewed=any&quality_grade=needs_id%2Cresearch&taxon_id=53794&term_id=9
https://www.inaturalist.org/observations?place_id=any&subview=grid&taxon_id=53794&term_id=9
Based on this example, it appears that downvoting an annotation causes the observation to become unsearchable.
Here’s another illustration of this bug. Consider the following four observations:
https://www.inaturalist.org/observations/38169872
https://www.inaturalist.org/observations/1578838
https://www.inaturalist.org/observations/59546290
https://www.inaturalist.org/observations/7833019
Note that each of the observations was initially annotated as “Flowering” but two of those annotations were subsequently downvoted.
A focused search for the above observations yields just two results:
https://www.inaturalist.org/observations/identify?reviewed=any&quality_grade=needs_id%2Cresearch&verifiable=true&month=9&taxon_id=76401&term_id=12&term_value_id=13

Again the observations with downvoted annotations are not included in the search results.
Without being prescriptive, there are two possible solutions to this problem:
- Always include observations with downvoted annotations in search results
- Do not include observations with downvoted annotations by default but provide a search option to do so
The latter maintains the current default behavior of the Identify tool.
