Can I refer to a comment or an ID with a specific URL?
Like, this is the URL for Gerald the muskrat: https://www.inaturalist.org/observations/5890862

I’m not opening Gerald since I don’t want to lock up my computer for 4 minutes, but there are at least three different ways to link to a particular comment or ID.
If you hover over the “1y” at the right side of the comment, it will give you a direct URL that looks something like https://www.inaturalist.org/comments/12345678. For IDs it will look like https://www.inaturalist.org/identifications/12345678.
Alternatively, you can use the observation URL for the base and add #activity_comment_12345678 or #activity_identification_12345678. So the full URL will look like https://www.inaturalist.org/observations/12345678#activity_identification_12345678. This is the style used in notifications.
You can also use #identification-12345678 or #comment-12345678 after the base observation URL, so something like https://www.inaturalist.org/observations/12345678#identification-12345678.
