Why are these observations not research grade?

Description of problem:

I noticed a problem with getting some observation that are identified as Astragalus alpinus var. alpinus to research grade. They will only become research grade if I agree with the variety. If I only agree with the species (without disagreeing with the variety - “green button”) they will not. If I check the box that the ID cannot be improved anymore the observation will become casual. These are not observations where users have opted out of community ID.

I have never had this problem before, and it only seems to happen with this taxon (Astragalus alpinus var. alpinus). Observations with an identification at variety/subspecies level should become RG when I agree with the species only (I do this all the time).
