When I go to the Identify page from the iNat homepage top menu, the Place field is pre-filled with my county. Did I accidentally set something somewhere to make it do that? (So long ago I don’t remember…) When I remove the place the URL is updated to https://www.inaturalist.org/observations/identify?place_id=any but there is nothing after /identify before I do that.
Can you check your account settings to see if there is a place entered under where it says “Search place”? https://www.inaturalist.org/users/edit
To remove the filter, click the little downward facing arrow, select Clear at the bottom of the list, then scroll to the bottom of the settings page and Save.
