Add a setting to disable automatically following observations when adding IDs

Random observations I’ve added IDs for in Identify flood my dashboard, making it hard to see observations I’ve actually deliberately followed.

AFAICT there’s no way to automatically filter them out, or prevent from following them in the first place. You have to manually go and unfolloe each of these observations.
