Add a taxon rank filter to Identify Suggestions tab

Description of need:
Right now, the CV suggests mainly species level suggestions, which for many taxa (like many insects) or places (rural Asia or Africa) aren’t very accurate but may be more accurate at a higher level. If we could tell the CV to only give family suggestions or genus suggestions instead of as low as it can go, we could give more accurate IDs to move higher IDed observations (like observations stuck at “flies” or unknowns) down to where more identifiers can find them.

Add a new filter to the suggestions tab in the identify window to set the level of CV suggestions.

I like this Idea. My only thought is that there might be some wonky results because higher taxa aren’t always “equally” represented on iNat (some are present, some not) at various ranks just due to what has been observed and has made it into the CV model. But even with some unexpected results, this would still probably be an improvement for IDers who would be looking to use this feature.
