Allow Seek to see Nearby Species without GPS access

If you don’t have Location Services turned on, when you open Seek, you can’t interact with the Nearby map.

If you do have Location Services on, you can interact with the map, including choosing locations other than your current one.

If you then turn off Location Services, you can still interact with the map’s location chooser, so current GPS location isn’t necessary for the map to function.
I think it should be possible to choose a location without ever contacting the GPS servers. Then devices that don’t have GPS (for whatever reason) can still use the map/nearby feature.

(This was tested on Android, I’m not sure how iOS handles maps)
