As per the details: In order to submit an application your account must be at least 2 months old and must have made at least 10 improving identifications in the last month.
I do meet that criteria. see Userid “deedesie”, is there a delay or any reason I don’t have the opportunity to apply for an application account?

Looking at identifications you’ve made, I don’t see any improving IDs made by you, for others, since May 20th.
Once you do make those 10 improving IDs in the last month, it may take up to an hour or so for the system to recognize that you’ve met the requirement.
