Can't create traditional projects, despite having over 50 verifiable observations

I know there are a few other other threads about this but I couldn’t find any that answered the question directly.
I have well over 50 verifiable observations but am not even given the option to create a traditional project. Can anyone help?

I cannot open that link. Instead it simply redirects me to the observation I looked at last.

I just confirmed my email address but I am still not seeing the option to create a traditional project.

It can take up to an hour for the system to recognize that you’ve met the requirement.

I hope I’m not being too impatient but it’s been about an hour and a half and I’m still not seeing any option for creating a traditional project.
