Description of problem:
Comments not showing up on dropdown notifications as expected.

I think that is normal - I don’t think you ever get a notification for a comment left inside an ID, do you? I think you only get a comment notification for a comment which is a stand-alone comment, not part of an ID.
That is normal. Dashboard has a strong delay. Dropdown and dashboard also display different times (never my time zone anyway). But, normal.
This was a standalone comment.

If this was a time delay issue, that would still be a bug.
But I am yet to receive notification of said comment(s).
Did you load the observation page with the comment at some point? You won’t receive notifications if you enter an observation page before checking notifications and I don’t see the actual ID (which probably was given separately in combination with the standalone comment) which in turn wouldn’t let the comment notification or the identification notification show in your notifications.
My mistake - I didn’t read the fine print.
