Confirming ID's with Additional Remarks not triggering Notifications

Description of problem:

I have noticed that I do not seem to receive notifications when there are additional remarks on confirming ID’s. I was under the impression that these types of ID’s with comments will still result in a notification. Attached screenshots are the first time I have been able to catch this soon enough to confirm.

Step 1: Set notification preferences for Confirming ID’s to ‘off’

Step 2: Receive confirming ID with additional remarks

Step 3: Per notification preferences description this should still result in notification. Currently not receiving a notification.

I believe that if someone makes an ID without a remark and then edits it to add one, that does not trigger a notification. Whether that’s intended behavior or not I don’t know.

Yes, that must be what is happening. Found the bug here:

Which is still pending, maybe this thread can be merged into that
