If the location was changed, it won’t be removed from your dashboard.
Accuracy circle appears to be pretty small, and the observation doesn’t show up when filtering for “Harris-Montgomery County” now, so I have no idea why it would have shown up there before. Maybe the observation was originally posted with a different location and then the observer corrected it.

When you subscribe to a taxon and/or place, the system shows you observations that meet your subscription criteria based on the observation’s attributes at the time it was submitted to iNaturalist. So it’s possible the observer did change the location of the observation after uploading it.
Another possibility is that they edited the location before uploading and the locality note didn’t update.
