Do previous observations get added to new collection projects?

I’ve just started a new collection project for one of the nature reserves I work on - as far as I can tell it’s setup for all users, all dates, and limited to the area I created on googlemaps and added - https://www.inaturalist.org/projects/seaton-wetlands-wildlife

However previous observations don’t occur - I added the robin observation myself as a test and it appears. Is this because it’s a new site only added today or do observations only get added to a collection project after it’s creation?

I’ve just read some other posts and it may be that the project is only an hour or so old so probably needs time to get going/populated…

Yes, give it a while for indexing to happen. Depending on the size of the places/number of observations, check back in 24 hours or so, should be mostly good by then.
