How to add new subspecies (form)

Hello everybody.
I wish to specify that an observation is Nezara viridula f. torquata and not just Nezara viridula.
I can find that only Nezara viridula f. aurantiaca is listed as subspecies level.
How can this be done?

Try scanning databases to find the existence of that form/subs. (done through page you can open after scanning for id on observation page). If no results found – add a flag on higher taxon. All such questions are being dealt through flags.
