Innacurate boundaries for Lima, Peru

The “Lima Region” place in Peru excludes the city of Lima. https://www.inaturalist.org/places/lima

The city belongs to the region, so I’m not sure why it’s excluded in the first place. Would it be better to fix this, or create a new Lima Region place which includes the city?

I think because it’s a political subdivision, corresponding to the Department of Lima? According to en.Wikipedia, Lima Province (i.e., the city) does not belong to any region, unlike the other provinces in the country.

Yeah that’s odd, but makes sense.
