Observations with no media and verifiable?

Description of problem (please provide a set of steps we can use to replicate the issue, and make as many as you need.):

Step 1: Go to: https://www.inaturalist.org/observations?photos=false&sounds=false

Step 2: Click any observation that shows up

Step 3: It should say the observation is verifiable even without media. Adding an ID changes it to Casual and it stays at Casual even when after withdrawing ID.

Apparently they can reach RG too? This one is also of a locally endangered species.

I’ve seen the occasional observation with photos when searching for those without media and they are pretty much all cases of not being indexed correctly. So far I’ve been able to “fix” all the ones I’ve found by marking/unmarking one of the DQA items (e.g. mark captive, then remove captive mark). This forces them to reindex to the proper status.
