Project exact date not working as filter on Explore ("observed_on=" vs. "on=")

Description of problem: Created a project and it is not displaying observations that were collected on the specific date.

Go to project in link and you can see that five observers are included and only one has currently made observations for specific date listed for the project. I also tried using the “Range” and got the same result.

This bug may only appear during the “Preview Observations with these Observation Requirements” and not after clicking “Done”. Still a bug, but maybe not fatal for project.
