"Some Disagree" and similar only work in Identify mode

Unimportant issue:

https://www.inaturalist.org/observations/identify?identifications=some_disagree
vs.
https://www.inaturalist.org/observations/identify?identifications=most_disagree
Produce different results.

https://www.inaturalist.org/observations?identifications=some_disagree
vs.
https://www.inaturalist.org/observations?identifications=most_disagree
Produce the same set of results.

Maybe there’s a reason for this, but I think this used to work.

We don’t expose these params in the UI anywhere but pages like https://www.inaturalist.org/observations/reuvenm so I’m not really sure we should be supporting them anywhere. Furthermore, these params operate on a notion of “disagreement” that predates our current explicit disagreement model, so they don’t really mean much at all. If we ever get around to redoing https://www.inaturalist.org/observations/reuvenm, we’ll probably just remove those params.

Sounds good. Something along this line that lets you find “controversial” observations, and find observations with few ID’s, would still be valuable to have at some point.
