Step 1: write a comment on any observation that includes a tag, eg @astra_the_dragon.
Step 2: before sending the comment, leave cursor in the tag such that the auto-fill/suggestion popup is still visible. For me this occured because I was correcting a typo.
Step 3: hit send.
The popup will still be there, until you go to another page. Minimizing and reopening the app leaves it there when you return. Closing the app makes it go away.
