Time is missing on bulk uploader

Description of problem
Scenario 01
Step 1: Drag and drop multiple images from folder
Step 2: Check that all metada is synced. Date and time is presented for all images.
Step 3: Select all photos and add location
Step 4: Combine observations
Step 5: Submit

Step 1: Drag and drop 01 image from folder
Step 2: Check that all metada is synced. Date and time is presented.
Step 3: Add location
Step 4: Submit

After upload, it list observation without time in web and android app

When I try to edit observation in web it shows date and time

While in android app app it still keep time field empty

Also, when I save an edition in android app, sometimes it erase the field date. This is very inconsistent, but for now I just catch this bug in photos uploaded by web version
