I think when projects started being able to use obscured information, the leaderboards/maps were never updated to use that information. So I would guess this is expected behavior in that there was never an attempt to make use of the obscured locations, but you could also consider it a bug, similar to https://forum.inaturalist.org/t/species-showing-in-project-observations-but-not-counted-among-species-when-trusted-with-hidden-coordinates/28283.
At any rate, your observations are in the project, but users who don’t have permission to see the obscured coordinates won’t see them as in the project. For example, this is what I see:
