Step 1: Click ‘Identify’ in main menu to access Identify functionality
Step 2: Select ‘Filters’
Step 3: Filter by Project: ‘BC Parks’
… Filter menu fails to identify ‘BC Parks’ as an option.

I think this is less a bug than just how search works - there are too many projects which match bc parks
and the one you are looking for isn’t in the top ten results.
However, there’s more than one way to skin a cat here. If you go to the project page and click on “Observations” you’ll see an Identify button:
Clicking that leads you to https://www.inaturalist.org/observations/identify?project_id=bc-parks which you can bookmark for future use if you want.

Very good ! Thanks for this solution. I had figured out the alternative approach in the meanwhile. I am just not accustomed to the collection / umbrella projects as I spend most of my time managing an old school traditional project.

Another workaround (and these would all be workarounds until we improve search here) would be to change the project’s name to something unique. I just made (and now deleted) a test project with the name “All BC Parks” and it showed up in the Filters:
