Can project data be managed only by the creator of the project?

In traditional projects you can set it to “observations can be added only by project managers”.
Can you clarify what you mean be “managed”? Is there any specific functionality you are thinking of?

It depends on the project then I would say. Any user could use the status of whether an observation was in a project to filter for a data download.
However, some projects allow the collection of data like otherwise obscured/private coordinates if users have given that permission to project owners. In that case, “depending on a user’s selection when joining the project, this can allow for project admins, managers, and curators to be able to see the true coordinates of obscured and private locations.”
