"More From" records should default to photo records

Description of need:
In the “More From” section, there are a bunch of observations without photos. I feel like this makes it unlikely for people to continue identifying records for the same user.

Feature request details:
I think that the “More From” section should default to showing photo records and only show “no photo” records if the filter is updated.

Maybe it’s better to default to identifyable observations, as some users have lots of audio observations and I personally would ID recordings of the birds. I agree, observations without media are not useful there
