No notification when someone unresolves a flag I made

Step 1: Create a flag.

Step 2: Resolve it.

Step 3: Have someone else unresolve it.

Step 4: Get no notification :(

I think there were some fixes to flag notifications at some point - in troubleshooting, looks like we do currently get notifications when someone unresolves a flag. But please open a new bug report if the issue happens again.
