Description of problem:
I resolved this flag, then realized there was an unresolved issue related to the flag so I unresolved the flag. Then I got this cryptic notification about the flag.
I was able to replicate this by creating a test flag and then resolving and unresolving it, but continuing to resolve and unresolve the flag after that doesn’t seem to produce more notifications.
