Observations aren't showing up when viewing district observations

Description of problem:

I have had two observations that appear correctly in “My Observations,” but they do not appear when viewing observations for the Thunder Bay Judicial District. The locations are accurate (approximately 20 m uncertainty) and are well within the district boundary. They are not near any boundary edge. When I edit the location of an observation to test whether it fixes the issue, both the old and new locations appear in the district observation results at the same time. However, the observations still do not consistently appear in the district list. I have confirmed that I am not using any filters (such as taxon, date, verifiable/research grade, or captive/cultivated filters) that would exclude the observations. I ended up deleting one of the affected observations when I could not resolve the issue, but I would prefer not to have to do that again. It seems like a problem with the district observations index or caching rather than the observations themselves. I don’t know if anyone else is having this issue.

There is no bug here; your issue is that there are two different places in iNat for this area

one is called ‘Thunder Bay’, one is called ‘Thunder Bay Judicial District’

however, the boundaries aren’t the same, see the differences below (left is TB, right is TBJD):
