Apostrophe in page title doesn't display correctly in tab name

I would guess there might be other characters that don’t work, but I haven’t checked

I’m having a similar issue with the tab name itself in Chrome.

Over at the OdonataCentral website, a similar issue has been ongoing: apostrophes, dashes, some other symbols don’t display correctly and are replaced by “garbage” symbols like with these iNat examples. It was explained to me that it’s a translation error related to what web browser the user is accessing the site with and – at least on that web database – could not be easily solved, at least not at the time (I think the website was using simple text?). It was most evident when text was copied and pasted in from elsewhere (e.g., another software). Sorry I can’t explain it better.

John Abbott at OdonataCentral said when I asked him about it: “This has to do with different text encoding between browsers. It is one of those many things that makes website building a challenge. I thought we had addressed it, but I’m wondering if there has been a change that escaped us. I’ll have the programmers look into it. Thanks, John”

Issue was marked as resolved, looks OK in Chrome for me now:

Two years later, and this very simple bug still hasn’t been fixed??
