iOS 13.2, safari,
Step 1: In profile, edit settings
Step 2: change icon selected, photo chosen from library then screen does not offer update or save changes and when I exit edit, no change to photo.
Step 3:if I re enter, photo is either sitting there, or has cleared completely. What am I missing?

The save button is at the bottom of the page - you should scroll down to see it.

Don’t! A lot of people miss this due to the page’s layout. Definitely due for a redesign.
