Likely the former, the proposed change hasnā€™t been committed yet. It could be because there is ongoing or unresolved discussion and debate about the change. Check for open flags on the taxa involved. (Curators will often leave a link to the appropriate flag within the draft taxon change, which I strongly encourage.)

To clarify, this is only for taxon changes that have already been initiated, but still need some cleaning up?

Is there anywhere to post old flags that havenā€™t been responded to?
Specifically https://www.inaturalist.org/taxa/338324/flags, flags from 2019 and 2020 and Iā€™m worried itā€™s obscure enough it wonā€™t get noticed.

Correct.

No, the best thing to do is @mention some curators who would be able to help. Adding duplicate flags is generally not helpful.

Thanks for the information. Do I just pick anyone off the curator list? Iā€™ve clicked through the taxonomy pages and donā€™t see a way of viewing the curators for specific taxa.

There are some ā€œofficialā€ people here:

But itā€™s more of an informal group of people that do more work for different groups. If you ask around someone should probably at least know someone to ping. Iā€™ve pinged some people on an existing flag to see if we can get the ball rolling again.
