I agree, though do refer to my last point:
[…] encourage the flagger to garner discussion (@ relevant users) if none has been made.
Whether a simple reminder will push a flagger to do this (especially if they are inexperienced with iNat) is undependable. There should be some extra functionality, or perhaps ‘Flag tips’ that help users to resolve Flags more generally.
