"Comprehensive" checklists - how is this status determined?

I’ve been noticing a lot of the checklists for my county say something like this:

Of course, they are definitely nowhere near comprehensive - the one above shows 8 species, and there’s more like 15 or 20. My question is, how do checklists get “comprehensive” status, and who can edit them to add missing species?
